I have eaten a boat load of it over the years, and it was never, ever, ever, filleted. The skin was always on and the fish were "steaked". One summer I worked on a boat that processed herring- even then we never filleted those tiny buggers. Thing is, they are just too tiny....... I can see why there is no "Joy" for you in the process. Next time, just "Chop chop choppity chop. Cut off the bottom, cut off the top. What's left over goes in the pot. I LOVE pickled herring.
